In reply to Mr. Grindle's letter No. 19307 of the
18th instant, I am directed by the Secretary of State for
India to say that he is obliged to the Secretary of State
for the Colonies for having invited his opinion in the
matter of granting permission for the advertisement and
purchase of tickets of the Western Indian Turf Club War Loan
Lottery in Hong Kong. But he has no desire to ask that the
provisions of the law in force in that Colony should be
disregarded.
